California keeps petition signatures confidential — citizens cannot audit the sheets. But signers can speak, and misrepresenting a petition’s contents to obtain signatures is unlawful (Elections Code § 18600). If a circulator told you the hospital, ER, or trauma center would close — or never mentioned that signing lowered the approval threshold from two-thirds to 50%+1 — your account is the audit. Verified reports become the “new findings” record supporting repeal: compiled into sworn declarations for the Registrar of Voters, the District board, the FPPC where applicable, and the press.

Track 2 · The Repeal Pledge
The same citizens’ initiative pathway that carried Measure CC to the ballot at 50%+1 can carry its repeal — and the repeal initiative is already drafted. The “Honest Repeal Act” (full text below) files with the elections official the morning Measure CC passes, and circulation begins the day the county issues its official title. California law requires wet-ink signatures on official petition sections — so pledge here now, and you’ll be first to sign when the paper circulates. The standard will be the difference: unpaid volunteers, full text shown to every signer, nothing said to obtain a name that isn’t on the page.

SECTION 1. Title. This measure shall be known and may be cited as the “Honest Repeal Act.”
SECTION 2. Findings and Purpose. The People of the Marin Healthcare District find and declare: (a) on November 3, 2026, the voters approved Measure CC, a special parcel tax of $0.14 per square foot of improved building area, levied for thirty years, generating approximately $12.37 million annually — approximately $369 million over its term; (b) the petition that qualified Measure CC was circulated substantially by circulators compensated per signature, and residents were told the hospital, emergency room, or trauma center would close, when nothing in the public record supported closure; (c) signers were not informed that qualification by citizens’ initiative lowered the approval threshold from two-thirds to a simple majority; (d) the measure was drafted, organized, and funded substantially by persons affiliated with the institutions positioned to benefit from its proceeds; (e) a tax obtained through misleading solicitation and an undisclosed reduction of the approval threshold should not stand.
SECTION 3. Repeal. The special parcel tax adopted by the voters as Measure CC at the November 3, 2026 election is repealed in its entirety. On and after the effective date, no tax shall be levied, extended, collected, or enforced under Measure CC, and the District and County shall remove the tax from the property-tax roll for all subsequent years.
SECTION 4. Disposition of Prior Collections. Amounts lawfully collected before the effective date shall be applied solely to Measure CC’s stated purposes or refunded as permitted by law; unexpended proceeds shall be applied to reduce District obligations otherwise chargeable to taxpayers.
SECTION 5. No Debt Impairment. Lawful bonds or indebtedness secured by Measure CC proceeds before the effective date, if any, are not impaired; collection continues only at the minimum level and duration required to service them, and ceases thereafter.

A Pledge to Repeal Measure CC by Honest Citizens’ Initiative
We, the undersigned residents of the Marin Healthcare District, believe Measure CC reached the ballot in a manner voters should not reward: signatures gathered by circulators paid by the name; signers told the hospital, emergency room, or trauma center would close, when nothing in the public record supports that; no disclosure that signing lowered the approval threshold from two-thirds to 50%+1; and a measure drafted and funded from within the institutions that stand to benefit — a design that uses the citizens’ initiative pathway to reach thirty years of taxpayer revenue not otherwise obtainable from the voters.
Therefore, if Measure CC is approved in November 2026, we pledge our support for the drafted citizens’ initiative — the Honest Repeal Act, whose full text is published on this page and which files with the elections official upon Measure CC’s passage — circulated by unpaid volunteers who show every signer its full text and say nothing different to obtain a name, to place the repeal of Measure CC before the voters at the next available election. We intend to sign the official petition when it circulates, and we authorize the organizers to notify us when it does.

What the pledge is — and is not. The Repeal Pledge is a statement of support and intent under the First Amendment and Article I, § 3(a) of the California Constitution. It is not the official repeal petition — California requires wet-ink signatures on Elections Code-compliant paper sections, which cannot exist until Measure CC passes and the county issues a ballot title. The repeal measure itself, the Honest Repeal Act, is already drafted and published on this page; it files upon Measure CC’s passage. Signing this pledge records your support and lets organizers notify you the day official circulation begins. Because no one is paid to gather these pledges, no signature-payment rules are triggered.
